Japanese delegates informed the chairman of a special working group at the ongoing U.N. climate change conference that it would not accept the draft political agreement formally presented by the chairman.

"This draft agreement cannot be called fair, as it lacks balance between developed and developing countries," Japanese representatives stated.

President Medvedev's proposal for a new European Security Pact, intended to replace NATO in Europe, came a step closer to fruition this weekend. During the EU-Russia summit on November 14th he raised the matter, reminding delegates that Nicolas Sarkozy is firmly behind the proposal. Angela Merkel is also known to be supportive.

I remember my own excitement, working on Phantom jets in the RAF, when aircraft were scrambled to intercept Soviet aircraft over the North Sea - an almost daily occurence during my service in the 1980s.

Sweden, which currently holds the EU presidency, has pledged to make alcohol a priority, with fears in the industry that Swedish-style pricing mechanisms may be introduced. The effects of advertising on younger consumers have also been raised as a concern.
